Changing last second
Since killers can no longer swap characters during a lobby how come survivors can last second switch to another survivor holding a key? Can survivors get locked like killers so if they do have a key I have time to prepare so franklin's ain't as useless. It's really annoying.

Killers can not change anymore because devs working on MMR. They need more data.
Survivors are just skins, they can change for items but still there is not different between Dwight and Leon.
But is it fair? No. I think devs can change this with that: When you change your survivor, you have to put item, add-on and offering again. This will fix this.

Your solution would be kinda annoying for people who don't try to switch on the last second, also it wouldn't stop Survivors from just taking the item on their current Survivor.
Maybe they could at the 15 second mark prevent Survivors from switching items and characters, so the killer has 10 seconds to think.
