Blinding light perk for Killers

I wonder if the thought had crossed the developers mind to create a perk to blind survivors that Killers could use. Similar to a Flashbang Perk that's Killers can throw at survivors. I know there's pros and cons to it and might never be added. It's just a thought I had.

Create Tallman from Phantasm and when he hits you in the head with one of his remote controlled balls, then you won't be able to see until get detach the ball from your head.
