Is there a valid reason?
Why survivors can change at the last second, but they removed killers ability to?

The killer's ability to was removed due to MMR, matchmaking is planned to be changed so that each of your killers are matched differently.

Survivors are only skins and the gameplay doesn’t change with another character.
items can be changed for the same character as well, just like killers are still able to change their addons.
killers are getting specific skill based rank, so being able to change the killer in a lobby would give the ability to abuse that system

No problem.
also switching it on and off for when MMR is in a Testphase or disabled would always need a client sided Update and they decided also against it because it would be just very confusing for the players..
