Why are the Spooky items too hard to get?

I have spent 1.2million in the past hour on claudette and on my gotten 1 spooky flashlight. I was really looking forward to the medkits and flashlight but they seem impossible to get! Is this going to be fixed? Or is it on purpose? Can they be found in the chests in game? Please make them appear more in blood webs !
