Genuine question
How do you counterplay victor? It’s been many months playing against this character and while twins is not a very popular choice I still genuinely do not know how to counter victor in a chase besides having a completely safe window or god pallet. it feels like you have no options especially when using toy sword. Any advice thanks

As you said strong windows work wonders. Lockers also still work so long as Charlotte is far away since it’s only 10 seconds

If you're injured, jump into a locker instead of going down no matter where Charlotte is.
Also, just run around small bits of junk.

Also, remember that Victor can't see scratch marks and that his FoV is sort of finicky. So big brain mind games or the ol' spin to win, though neither will truly work on skilled Twins. If you're confident, you can also try pallet dropping, since the kill range is deceptively large.

You stay in pairs and as far away as possible from Charlotte. Healthy survivors bodyblock for injured ones. If someone gets downed, the buddy kicks Victor and picks up the slug.
Heal up in quiete locations away from gens.
If you're alone and injured and about to go down, hop in a locker to deny the slug snowball.
If you're healty, you can run when he approaches. He can't see scratch marks, only blood and loud notifications. So, on cluttered maps it's possible to sneak away unseen sometimes.
Kidnap Victor every time you need to give the team a breather for a reset.
You can also crouch inside Victor's shriek range when he's idle to avoid killer's instinct.

Thanks for these tips but these are 4v1 aspects I was looking for things to help prolong a 1v1 aspect against Vic. It seems like if the twins is pretty decent and you’re not super coordinated you’re kinda #########

I know. They're 1v4 tips because Twins are a 1v4 killer. If the killer knows how to pounce, which is not really that difficult anyway, then you're going down.
Running around small debris/trees can buy you a few seconds, but you're essentially hoping the killer messes up. Better than nothing, I guess.
Other than that, find a god window or god pallet and try to track Victor via sound. It's not sarcasm.
You can also try to ninja crush Victor, by camping a pallet outside LoS. You have to time it right and I wouldn't do it if you're healty, unless you absolutely have to.

I find that spinning or even running in a semi-random figure 8 can work pretty well on more open ground.
I also tend to maniacally scream things like "OH GOD KILLER BABY WHAT IS THAT THING". That seems to have a sometimes positive effect. ymmv.
When he's ON you, you definitely need to scream "GETITOFFGETITOFFGETITOFF OH GOD MAKE IT STOP". This is guaranteed to reduce the time he is on you.

I used to main the twins pretty heavily before good ol' nemmy released. My reccomendations are to stick into groups and stay near windows. Viktor at his base speed (and with his non purple speed addons) simply cannot rotate fast enough around the majority of windows, making him a non-threat. In groups, viktor is unable to effectively slug unless charlotte is a few meters away. Sharp corners are also a huge pain for him to deal with, especially since a missed pounce with his huge hitbox results in him slamming into the wall and being vulnerable to a 360 spin kick.

Small loops, tight turns. Against a mediocre or bad Twins player spins may work. With one who knows what they are doing they will just wait patiently for you to line up right-much like a Huntress holding her hatchet. You're going to get hit.
Run through pallets and don't throw them. Likely the Twins player will either respect or back up and prepare to pounce and you can gain a little distance. Like someone else said, if you know where Charlotte is, run as far from her as you can and jump in a locker. She has to get to you fast before Victor is forced off the locker. It's a gamble, but better than getting downed by Victor when injured.
WGLF, Botany, Desperate Measures are good tools to get teammates off the ground and stay healthy against Victor's pounce. Really you need to play as a team to defeat the Twins. Every man on the ground is a potential pitched tent for Victor to sit beside.
