As long as it has some twist or limitation, yes. Something like locker teleportation has often been suggested (I liked the idea to give Ghostface this ability, as in scream he often hides in closets or something and jump out; also Candyman would make sense to have some teleport power utilizing mirrors)

If it has travel time it's not really a teleport. Nurse and Demo have dashes, Spirit is a speed buff.

Only Killers that actually have proper teleports are Hag and Freddy. Well Pyramid Head too, technically, except he teleports the Survivors instead of himself.
