Why wasn't this Map split up at all..?

Why is it both levels with a confusing tile set up while just bout every pallet is Considered Safe..

Why don't we have it set up to be ONLY like East Wing / West Wing. instead of one big giant survivor sided Map..

Just want to dc every chance i get on that map...
