What is wrong with Matchmaking penalty?

After lagging out of my first few games until i had a 1 hour ban, I bought new connection stuff that helps make it a consistent ping and i stop dc'ing. You know whats fun? Steam, something completely out of my control, shuts down 4 times after the fact while im playing which pushes me into being put into a 48 hour ban. I don't see how its my fault? Are they not capable of stopping people being hit by a ban that literally will hit everyone whos playing at the time? Why do i have to wait 2 ######### days to play a game I bought and haven't even hurt the game for anyone else because EVERYONE got DC'd
