This question is asked with every chapter, and the answer is always the same: 3 weeks after the ptb release, but it could be longer if the devs choose to delay the release.

I've heard the estimate of 7 September being thrown around.

Usually always 3 weeks unless a delay takes place.
The devs/mods like to remain oblivious to the fact that a time frame of 3 weeks is the general consensus, but it is not set in stone of course.

Like one year ago or something like that, it used to be only 2 weeks.

A few chapters back they added the third week to the PTB. They mentioned it in some notes somewhere.
