Doctor's shock doesn't stop survivors from vaulting anymore?

Just had a game as the Doctor where I looped one survivor for god know how long around a single pallet. I shocked and he vaulted, I shocked and he vaulted. How is it even possible? He didn't have Calm Spirit, he was screaming and yet vaulting the pallet while screaming. Did they nerf the Doctor and now his shock doesn't do anything? Or was that a cheater?

If they press the button to vault before they are shocked, they will still vault. You need to do it before they can push the button.

How to know what timing is correct? I thought when they scream the "immobilization" is started at that moment, but that survivor screamed and proceeded to vaulting right after that. It looked like a proper shock, and yet he was able to vault without limits.

There's a delay between when the shock hits them and Shock Therapy applies. There are add-ons to reduce the delay.

You don't shock before they actually vault, you shock so it hits them before they get the option to vault. If they start the action, you can't stop them from completing it.

This can of course get weird with latency involved, but you probably want to shock a little earlier than you'd think.

It does but the servers can screw him over badly even if you time it right. He needs a shock validation (if that’s what you’d call it) so your shock actually works when you time it right. The only problem with this is that you’d get a lot more “Doctor OP” complaints from bad Survivors.

I'm a Doctor main (when I play killer, that is) and yeah, you have to time the shock a bit ahead of when you anticipate the survivor is about to perform their action. Same with when they're about to try to get a pallet hit. Always try to hit a second before, if you can.

If you're used to playing him and have noticed a change in timing though, which it seems as though you have, maybe they adjusted that timing? I know that they did something with him in the patch notes but I think it was just an oblivious negation fix.
