Sorry, but they weren't disabled, they were removed. And if mods aren't allowed to say anything, risking to seem conspiracionist, it's clear there were license issues.

Or maybe they did the lines not knowing the license holders won't agree with them, then as soon as the ptb came out, the license holders complained.

I doubt the voice lines will ever return, Mandy apparently "couldn't say anything about it", and the removal isn't under known issues.
