How are people still using custom perk icons?

I thought in one of the recent patches that the ability to use custom perk icons was removed from the game because mods are now officially against DBD ToS. But I'm still seeing plenty of people still using them. Can someone explain?

This was modding. Custom perk icons, and icons in general, are still under the whole "Feel free to do it but if EAC decides to ban you we ain't helping."
It's done in the same way it always was, just replace the image files.

Well actually, all they did was make it so you can't run the game unpacked. Perk icons are unpacked by default so they still load in if you run the game normally.
