With the chapter 21.5 PTB will there only be the new survivor or cosmetics too?
Im not sure how it works i heard chapter 21.5 will have a new survivor along with new skins but will they be shown or will the skins come out only after the PTB

Skins for all chars are pretty much constantly added and not only on major updates. There will also start a new rift soon with new skins. T
the midchspter will come with one survivor who will have some skins, mostly recolors, in the store. Those will only be revealed on full release and not PTB I think.

They won’t get officially revealed until they are available I guess. And they might be part of the Halloween cosmetics so it might take some time even after the midchspter releases
