Does the Deathslinger nerf really change anything?

I've heard that they idea is to make him more fun to play against, but how does this do that exactly? Just making things more difficult for the killer? That is more fun somehow? I don't understand the reason for the nerf, it seems random to me.
Maybe they think he's overpowered. His 1v1 is strong but it's a 4v1 game isn't good. This just makes a mid-tier killer worse.
I'm just scratching my head here.
