27.Third Seal no longer is limited to M1s same with Blood Favor. Should they continue to remove M1 restrictions on perks?

I honestly do not think so. Some people may find it a bit annoying, but I believe there are some situations where the M1 attack requirement is necessary, one of them being Infectious Fright.
It would, however, require an individual analysis. Some perks could use it, others could not.

This is more personal than anything, but I find Infectious Fright to be an extremely annoying perk when effectively used for slugging.
The M1 requirement would at least restrict its use a bit, as it originally was.

Not good at all.
I've been unhappy with BHVR's decisions since Patch 3.1.0 back in 2019, but NFTs are a whole other level.

It was only an actual good year for DBD until July. After that, things started going downhill.

I still find it a bit problematic on Nurse, but I do not know how to fix that.
At the very least, the M1 Requirement can keep other powerful sluggers at bay.

Oh the days when I was a baby player were some of my best days, especially playing survivor. This game has impacted my life way more than anything other game has. No other game probably will take its place any time soon tbh.

DBD is, or at least used to be, very good at doing things like that. I will never forget my reaction when I booted up the game for the first time, and listened to this:
I kid you not, it sent shivers down my spine!
I miss 2018, I miss the Old DBD.
I want my game back.

A part of me misses 2018 too. It was the start of my senior year in high school. I just wonder what would’ve changed if I discovered DBD back then.

30.Onto the survivor perks we have Vigil already part of exhaustion builds mostly. Now includes more status affects and 30% recovery. Was this buff good?

31.For the People small buff 30 second reduction should they consider this other perks as well?

Small, numerical changes are always better than full reworks.
If the devs want to consider buffing a perk, this is the type of change that should be kept in mind.

32.Guardian use to be quite a worthless perk but now the killer can’t see your aura. And the rescued gets haste. Is it a worthwhile anti camp perk now?

Well, I would say it is only worth using if you are having a really bad time where you get camped left and right.
It is not that bad perk of a perk per say, but other meta options can make it way easier for you to escape the trial.

33.Boon perks were introduced they were called OP and needed nerfs. They were nerfed and still some say they’re too strong while some say they’re fine. Do they still need more changes?

Honestly, I don't even like their concept to begin with. And yes, they indeed had a clear potential of being OP.
So I would say yes, further changes are required.

I enjoy the concept of Totems being exclusive to killers. The root of evil from which the Hag's curses brutally punished survivors over and over again. The root of evil from which the Huntress sinister Lullaby echoed. The root of evil that unleashed the Spirit's wrath over the haunted trial grounds...You got the idea.
As for the perk itself, it grants 100% bonus to all healing speeds and survivors can bless it indefinitely. Remember that the healing action itself was nerfed in the past in order to give killers more time. This effect is too much.

Easy.
Once the killer removes the Totem, it cannot be used again. Shadow Step could use the same nerf.

36.That’s everything major for perks onto the killer changes first Trapper finally can carry two traps and always spawn with 6. How much have these changes improved trapper and does he need more?

Those changes are good, and tbh should've been there from the very start.
I would like if Trapper got his old trap setting animation back, but that is just pure personal preference.
I think he is in a good spot right now.

37.The Spirit nerfs it seems like the majority of the community likes the changes with the Standstill mind game gone and some add-ons. Some have said this killed Spirit at least in high ranks. Was Spirit wrongly nerfed and dead? Or is she still strong enough?

She is much less interesting now, but I doubt she will lose her position on the highest tiers. At least not immediately, since people still have to get used to her changes.
However, I personally think she was wrongly changed.
I never saw Spirit's sheer strength as a problem. In fact, she quickly became one of my favorite killers to face, back when I first started playing, due to how her power worked back then. Spirit was just...right, for DBD.
She became A LOT less interesting for me when they removed her collision and gave her a vaulting animation. So much so that I stopped maining her when those changes dropped.
This is a very unpopular and personal opinion, but that is how I feel.

They could've left Spirit in her original state and it would've been fine by me. Though I guess not many players would share this thought.

39.Plague received buffs. After quite annoying to play and underused. Now many saying she is very strong. And with COH could she get her pick rate up and how much stronger is she?

COH could indeed get her pick rate up. I think she is a bit stronger now, but definitely not overpowered level or anything.

40.The nerf to Deathslinger seems to be hated by everyone, they nerfed his 1v1 and stealth which most said he needed for his weak snowball and mobility. Did the devs mess up this nerf?

I don't think so. Deathslinger was just fine before, and it should have been left like that.
No reason to change what isn't broken.
