Why does Nemesis hunt the other survivors?
From what I remember, Nemesis was programmed by Umbrella to locate and kill S.T.A.R.S members.
Canonically speaking, Nemesis hunting the other survivors doesn't make sense (then again what does in this game).
Is there a chance the Entity commanded him to hunt them as well?

I always thought the Entity got him to think they were all STARS members.

It's been theorized that killers with glowing eyes see other survivors as people who wronged them (The Wraith would see Azarov, The Spirit would see her father, etc.) In The Nemesis' character portrait he has a glowing eye, so it could be The Entity is making them see other survivors as S.T.A.R.S. members. Then again he doesn't actually have glowing eyes in his character model, so it could just be that they see other survivors as obstacles between them and S.T.A.R.S. members that must be taken care of.

All that mattered was soldiering on into The Fog, continuing the mission: find S.T.A.R.S., exterminate S.T.A.R.S., and kill anyone who gets in the way.
This final line in what little backstory he has tells us everything. Jill (and Chris if you count him as canon, which the Resident Evil trailer seems to say he is) are Nemesis's primary targets. As far as he cares, everyone else is simply in his way, and they will also die as a result.

He probably just gets paid to hunt down the other survivors for his monthly payment's and loans, but that's just speculation.

Nemsis has only one goal: Kill STARS members. When he enters a trial, and there are no STARS members, they are simply in his way. So he eliminates them and continues onto the next trial in his endless search for jill and chris.
