Why is Nea's new Halloween outfit not classified as an Event Outfit?

Unless I'm missing something, I thought all of the Halloween outfits were classified as event with the golden background?

    I just went through everything in the store and Nea is the only Halloween outfit that's not classified as event. Is this an oversight?
