Are the event pumpkins causing hex totems to NOT spawn?

2 or 3 maps now, no hex totems were on it at all. But the pumpkins seem to spawn where the totems do; is it causing a bug and not making the totems spawn on some maps?

    Maybe the Killer did not have any Hexes? It is true that the Pumpkins occupy Totem Spots, but they dont prevent Hexes from spawning.

    Every killer I've played against that had a hex totem had it spawn on the map. One even ran 4 hex perks and they were all found and cleansed.
