Can't Heal to Full with Medkit

I'm using the Xbox One X version of the game. When using a brown medkit in one of my matches, the Medkit fully depleted, but I was left in an injured state and had to use Circle of Healing to finish healing myself. So far it occurred only once on the Hawkins map. Try using a brown Medkit to heal from injured to healthy.
