If we are talking about severity of their situation before being taken.
Then its very easily killers such as Hag,Wraith,Nurse,Plague,Twins, and ext.
I mean most of them are literally victums of horrible circumstance with both the Plague and the Hag being forced to become what was killing them before the Entity "saved" them.
Plague:To save herself and her people from the Plague she became its source.
Hag:Was slowly getting eaten by cannibals and now is forced to become one.

Survivors
Both sides are victims to an extent, but most killers like being in The Entity's realm and killing endlessly, wherehas none of the survivors really want to be there. The survivors also encounter much more pain and suffering than the killers.

The killers are fed lines about being powerful, while trials kinda prove otherwise. I think The Entity is just doing it for a laugh, rather than to feed.
