How does dbd through steam work
don't know if this is where I should be asking but can someone please tell me how dbd through steam works. Because I just bought dbd through steam on my pc and have noticed after every match when I view someone's profile it always says they're from the same Country as me (New Zealand) which is fine but some have also shown up as the same town or really close. So does steam or dbd itself only make it so that players only get put in games with people in the same country?

Matchmaking wants to match people that are located close to eachother together for low ping/latency. Getting people from the same city/town as you is honestly a pretty amazing result in that regard.
And it's a DBD thing as opposed to a Steam thing, as this combined with MMR matching is how DBD matches are set up on all platforms, including crossplay matches.
You can of course get people further away as well, as the game prefers actually getting you a match over keeping you waiting for far too long. But if it's possible, it will indeed try to find people reasonably close to you/the servers you're all connecting to.

oh makes sense but is there a way to change it?

Not really unless you change your location, either by actually going somewhere else or by using a VPN.
As survivor you can also let someone that lives somewhere else invite you to play swf with them. At least in my experience whenever I join my friend's lobby, we tend to be matched in his region and if he joins mine we get matched in my region. No clue if that's how it actually works but sure seems that way.

is using a vpn banable?

Pretty sure it isn't, nothing about it in the rules or EULA of the game at least.
As long as your goal isn't to VPN to regions where you'll have very high latency (like if you VPN'd from NZ to EU or something) no one is gonna notice anyway. So if you used it to matchmake in Australia or something I doubt anyone would even notice, and you'll probably matchmake with different players as a result.
