Information on Hindered Status effects

Huntress' add-ons that cause hindered don't do anything as far as i can tell. If someone has information as to the percentage of movement speed penalty that would be helpful.
Referring to the Yew Seed Brew and the Yew Seed Concoction add-ons.
Every other add-on that causes hindered had a movement penalty % with it but these add-ons.

Huntress Hindered Slowdown is 3%. (Janick, a dev, said it on another thread)
(Clown slowdown is 15%, however.)
