Genuine question about Vigil and Renewal (Second Wind)

Inspired by @Anniehere's thread on Second Wind and Deliverance, it got me thinking about the interaction between Vigil and Second Wind Renewal. For those who don't know, here are the perks:

So, my question is this:

Does Vigil increase the speed at which Renewal heals you (at tier 3 that would be a 14 second heal), does it just decrease the time you're broken for, or does it not change the time at all (as Renewal says you're broken until it deactivates, and it deactivates after 20 seconds at tier 3)? If anyone knows, that'd be great; currently I'm leaning towards the third option but can't test it right now.

    I'm not sure. I tried it once but I wasn't able to take time. I know it definitely works with deliverence.
