Medkits Don't Fully Heal Anymore

Hello.
Everyone knows that a heal requires 16 charges with a medkit. Howevever, a brown medkit has exactly 16 charges and so you could always get a full heal with them. Now however they are bugged, and you can only get to 99% healing without actually fully healing yourself. This is the same if you have 32 charges (the second heal won't be completed)
