Dont let the general consensus discourage you! I am not a real Clown main, but he is one of my favorite Killers and I play him more then most and I find him incredible fun to play.
His power isn't that much of a problem, as its pretty decend and gives him some incredible oppression in chases; it pay especially to learn how to utilize his Antidote at stronger and longer loops, ie chuck down a bottle of Antidote at your apex, then a Tonic at your opponents side, chase him, revert back and chase around the other side. If done correctly you will be boosted, your opponent hindered and this gives such an immense speed difference that you can break nearly every loop, but the shortest pallets.
No, his problem is his lack of map pressure and awareness. If you are good at the base game, you will soon find your first survivor, but if the other three just M1 gens, there is very little that you can do, as you are mainly a M1 killer that can cut chases short. Another disadvantage is that Clown is a pretty loud killer, you cant mindgame a window vault, because Clown will announce it via huffing and puffing, but thats also part of his charm.
One of his Iridescent add-ons (redheads pinkyfinger) is very strong, as a direct hit with your bottles will inflict Exposed on the survivors, but only play this for fun when you know what you are doing, not for learning him. A very good learning tool might be the information gathering add-ons like the cigar box; this also forces you to use the Antodote more, which is kinda important in Clowns game, but rather cumbersome to get used to, due to the delay.
That being said I have a lot of fun playing Clown just for the sake of his vocals and character, all this huffing and puffing, the labored breathing and laughter and the chilled chase music. If you feel like it, use the Party Bottles with the Antidote and just devolve the game into a mad chase, where everyone runs around like in a cartoon.
Imho Clown can be played serious, so he suffers a lot from the current gen smashing meta, but is especially fun, if you just want to have a chill and casual game, despite all this.
