Why is it ok for killers to DC but not survivors?
I'm very curious as to why nobody bats an eye when a killer DCs but if a survivor does it they are the scum of the earth.

The remaining 3 survivors usually have an unfair dragged out game. If a killer dc's it's just go next.

Where do you see this happening?
Dc's are bad from both sides.
Survivor dc's make things bad for other teammates and helps the killer except when someone dc's to give a hatch.
When killer dc's survs keep their bps and items.
I think both are bad but surv dc'ing hurts more.

I don't think anyone believes either are OK.
But as to why it is less hated. My guess is because when a killer does it the game ends and all can move on.
When a survivor does it , it tends to cost their team a chance to win and increases the odds that they will lose their items in a drawn out battle.

My best guess would be because when a survivor dcs it pretty much ends any hope for survivors if it's done early and when a killer does it the game just ends

A few reasons.
-Killer DCing is rarer than survivors DCing - perhaps a result of the 1:4 ratio, perhaps something else.
-Killer DCing ends the game, automatically gives survivors 5k bloodpoints for free, and preserves survivor offerings and items.
-A survivor DCing gives everyone else 625 bloodpoints, makes the game significantly harder for other survivors, and prevents the killer from getting achievements, rift challenges, BBQ stacks, or a fair game in general. Items and offerings are not preserved.
Ragequitting is unacceptable either way, but killer DCs give survivors a default win and saves their items in full. Survivor DCs create an unpleasant game that the rest of the team has to slog through and typically wastes items and offerings in an unwinnable/low points game. One of these outcomes is way more tolerable than the other.

Last time I checked. DCing was bad no matter who does it.

If a killer DC, the game ends
If a survivor DC, the game continues and the other 3 survivors gets angy

You should never dc. (Except if its a bug in game)

It isn't okay on either side unless you have a real life emergency that you need to attend to, or you get stuck with some sort of game breaking bug or exploit.

It's not OK, but at least you're not trapping the rest of the players in a bad game they'd also be penalised for quitting.

Intentional DC?
Killer DC = Mostly annoying because of the time wasted having to go back into queue and wait for loading screens to start a new game.
Survivor DC = You screw over the other survivors because of the increased difficulty they now have.

I've never seen anyone say it's okay for killers to DC. I have seen survivors gloat and laugh at them for doing so.

Because, due to the mechanics of the game - there is a difference.
Firstly, if a killer DCs, the match ends. Move onto the next one. If a survivor DCs, now it's going to be a miserable, unfun game for everyone.
Secondly, survivor DCs are overwhelmingly rage DCs at the start of the game. Killer rage DCs usually happen either at the end or when survivors are holding the match hostage (99%ing the final gen and then playing hide and seek/bodyblock sabo games for an hour). The only time I've seen a killer DC at the start was when someone dropped a Haddonfield offering onto a Pig.
That said - I don't DC. I'll very occasionally just AFK a match if it's an obvious bully squad (SWF with stacked addons, a map offering and further hook offerings is usually an indication that a team isn't just trying to win, they want to hurt you) or if a team is refusing to end the game.
