Why are some killers unable to use their powers near hook?
For example, the Artist, Pyramid Head, and Twins have restrictions. Maybe others that I can't think of right now. Most killers don't have those restrictions and shouldn't. Not just hooks either, Hag can place her traps on top of gens but Pyramid Head can't put torment at a loop if there's a gen at it.

Newer killers are designed to avoid camping with their powers, older ones aren't.
The Artist's is kind of dumb because she can still camp a hook just fine at a short distance, and the restrictions often prevent you from aiming birds away from the hook area after you hook someone. I'm guessing that just got put there to avoid controversy.
PH's is probably there to avoid the mega tunneling potential of drawing torment around a hook and no matter what, being able to cage the survivor coming off the hook.

BHVR decided the best way to balance killers is to make their powers clunky.

You know what's funny?
The crow cannot set a crow by hook, but a Hag and a Trapper can set a trap by hook.

I can understand that about PH since even Bubba can't counter DS without slugging.

The restriction on trails of torment near gens is pretty weird, yeah. Not entirely sure what that's about, considering that trails can be crouched through now.
I'd say that I'm okay with most restrictions from a killer and survivor standpoint, though--so long as they're consistent.
