Michael Myers Buff???
Did Michael Myers get a MASSIVE buff to getting tier 3? I've just been killed by a Michael Myers in the first chase being the first person found (Less than 1 minute). Also, I had an infinite tier 3 Michael Myers after the first chase.
The first MIchael Myers got tier 3 in less time that it takes 4 survivors to do a gen. 1 with a gen tool box, 1 with a yellow tool box and 1 with leadership. Minus the amount of time it takes to walk across the map (Father something Chapel) to the other side.
He was also staring into a shack window, so however log it took him to get there. (Plus you are pretty noticeable in the shack window).

I think this would be the fix to the rubber-banding stalk in action- no longer will you hold down the button for a while and have the stalk meter jump back down (or up sometimes) because of latency.
Combine that with his genuinely pretty incredible stalk rate increase addons and he can get to Tier 3 pretty damn quick.

Was he using J. Myers Memorial or Judith's Journal? Those will increase the speed of his stalking; the latter is especially drastic if you're the obsession.
Other than that, he probably got fed off someone. Infinite T3 without tombstone only requires you to fully stalk 2 survivors. You can't really know if he found some other people between his spawn and you unless you spawned with all the other survivors.

He had the add-on that decreased stalking by 20%. But doesn't the Judith's Tombstone increase it by 200%.

Judith's Tombstone is +200%, Fragrant Tuft of Hair is +200%, and Tombstone Piece is +150%.
Tier 2 is 5 points and Tier 3 is usually 5 points. Judith's and Tuft make it 15 points (both is 25) and Piece makes it 12.5 (nobody pairs it with either of the other addons, so the advanced mathematics portion doesn't apply.) Each survivor has roughly 10 points of stalk in them, so baseline T1 to T3 is one survivor fully stalked, T1 to T3 with one of these addons is 2 survivors (with Piece being slightly less, 1 + 3/4 survivors), and the double whammy combo being 3 survivors.
You can't have been the first person found, but don't underestimate J. Myers Memorial; that addon really does crank up the rate at which he gets stalk off of you.

He has a bug where stalk on some survivors isnt capped so he can stalk someone how long he wants.
Never happened to me when playing him but I heard some people could do it in their games

I like feeding on filthy gen rushers which I find with discordance at the start. Then I delete someone and sometimes feel bad about it.
Please note that I said filthy gen rushers as a joke.

Judith's makes T3 require 20 points on first activation. That can take anywhere from 24 to 240 seconds, depending on distance. If he was looking in shack window, he was close. Maybe 30-40 to activate it.
J. Myers increases the stalk rate by 20% reducing the time required by 20%. So instead of 30-40 seconds it would have probably taken 24-32 seconds.
Myers can stalk unaware unmoving Survivors very quickly.
