Basically it makes sense on several cosmetics like Minotaur or Legion Bunnies (ever put on Clowns elephant head without the body? looks pretty dumb) or where it is too difficult to design them in a way to match with every other piece of cosmetic without gaps, glitches etc.
But there are some cosmetics already where I totally don't understand why it was necessary to link them

They make sense for some cosmetics like Clown's Greek outfit making linked cosmetics a decent addition, but the fact that BHVR possibly offers license holders to make their cosmetics linked is quite annoying.

I'd rather see people with clashing, clipping, nightmare fuel outfits than be told I'm not allowed to have one cosmetic with another because it has 2mm of floppy material hanging off the bottom.

I like them when they totally transform the character and turn them into someone else. I don't like them when it looks like a normal outfit that's arbitrarily grouped together.
