No. Boss Protocol has nothing to do with the content that Behaviour Interactive decides to put in the game.

Given they were listed as removed in the 'Changes from PTB' section of the patch notes, and not the known issues section, that indicates it had something to do with the Hellraisers licensers. This would explain why we've never had any clarification about the removal.

Mathieu Cote in an interview did explain a little why the voice lines were removed he did say that they knew the PTB wouldn’t be finalized. They knew from the PTB they wouldn’t be in the final game. Which begs the question why were they added in the first place if they knew they were never going to be added?

i doubt that this is true… doesn’t seem like a license owner would be willing to give BHVR free reign on what content they add regarding their property.
or this is just saying it’s not Boss Protocol that decides which content BHVR can put in the game regarding the Hellraiser license but someone else?

It has to be either a licensing issue or it had to do with the off color jokes about the line or both, I can’t imagine any other reason to bother removing the voice line. We’ll probably never know which though since I doubt Behvaiour would want to comment on either scenario.

They might have had them in intending they would be used but were unable to get the licensors onboard. Or maybe he used the fact they were just in the PTB As an excuse because nothing is in stone on a PTB.

No they said it’s intentional that they are absent but couldn’t comment further on why. It was never stated to be a bug.

The most plausible explanation right now is that Pinhead's actor and the likeness his in-game model is based off, Doug Bradley, had no idea that Pinhead was going to be in the game and probably had an issue with voicelines not done by him being attached to his likeness. There's a dispute of some kind going on with the Hellraiser license and it's likely that BHVR didn't want to get further tangled up with it.
I'm hopeful that there's a possibility of Doug reprising his role and doing the voicelines for the game at some point in the future but I'm not holding my breath

Rights to Hellraiser should have reverted to Barker by now. I hope they're reaching out to him to get this sorted.

As far as I know, its because they didn't have the original voice actor for Pinhead do the lines, they had someone in-house imitate them. I presume this was a problem for the hellraiser license holders at the time. Unfortunately since the deal is likely locked in now (since Pinhead managed to get into the game) there probably won't be any changes to the voice lines until the contract expires/is renewed.

No. In fact, they straight up lied.
Since when does Doug bradley own the role of Pinhead? The role has been recast numerous times and the last time he even played the character was in the mid 2000's. He also didn't write the line. It's in the book Barker wrote before he likely even knew Bradley existed.

He doesn't own the role of pinhead, however this pinhead appears to be based on his and he does own the likeness of his voice. Which is why, specifically, imitating the lines was the problem. However the opposite problem is that if pinhead, based on doug, doesn't sound like doug it creates a different kind of ######### storm.
So whats the smallest ######### storm? Just remove them.

Doug Bradley's wife in comment section on Instagram had said that he had nothing to do with the voicelines being removed and that they had addressed that on stream several times. Also said they are frustrated that DBD/Park Avenue aren't saying why they removed them and instead having Doug take the blame for it.
