I dont know a single console streamer who got them so probably no. Console players also cannot become Fog whisperers so makes sense for no shirts too

There is nothing saying console players can't have them on the official news.
While in the Fog Whisperer Q&A, it's clearly said console players are not concerned yet.

Console fog whisperers are probably not going to happen, ever. Just like the cross-progession they promised 2 or 3 years ago.
