He had a quickscope that made up for his shortcomings. After all, he has enough of them:

1) Terrible camera in the scope. In my opinion, this is the main drawback that brings a lot of discomfort when playing for him.

2) Limited firing range, namely the chain. The killer cannot hit the survivor further than 18 meters. But it is worth clarifying that hitting a survivor at the maximum distance is really a rarity. Also, the killer cannot down the survivor until he reels it in. If the chain breaks, the killer can only injure the survivors, but not down, and thus gets stunned.

3) 1 shot at a time. Frequent reloading.

And after the nerf, none of this was compensated for. They did not remove the penalty of the camera in the scope, did not increase the durability or the reel's speed and did not increase the reload speed.
