What killers, if any, are unbalanced by themselves?
Suppose you take away ALL perks, items, addons, and offerings from the game, on both survivors’ side and killer’s side.
Would there be killers that are deemed as unfair (overpowered or even underpowered) right off the bat? If so, which ones, and why?
I’ve been thinking about this for a while because, if there are imbalances present even without anything extra, these potential imbalances would probably be the root cause of many, many problems people have with perks, items, and addons.
Maybe I’m just an ignorant noob who is unaware that people unanimously believe the game is completely balanced under all of the extra stuff, but for clarity’s sake, and for the hope that I’m actually onto something, I want to know what everyone else thinks about it.

I'm sorry to say this but you'll learn this as you play more but the game would be much more balanced if their wasn't items and add-ons or perks

Maybe in a separate universe where tile generation was actually decent to where you wont get a long wall, into filler, into shack, then back out of shack into the same long wall. Oh yeah also gen spread/map sizes.

Most killers would still lose majority of games. Maps are a large issue since many maps are either too big or spawn really strong tiles together.
Not to mention many killers would lose out on addons they need or perks to help buy time against gens.
The game simply favors survivors because most maps favor survivors. There's a couple maps that sort of favor killers.
Shelter Woods is the most balanced large map because all the tiles are weak and spread out.
Resting Place by design gives the killer a good 3-4 gen to defend.
And that's really it. Coal tower gets praised for being balanced but it can rng some really good set ups on top of the main building forcing the killer to spend time to break walls.

In terms of just no perks, no items, no add-ons and no offerings, just base-game mechanics?
Nurse.
Spirit.
Bubba.
Pyramid Head.
Twins.
I feel like all of those Killers would be problems to varying degrees if we were to take away all perks, offerings, add-ons and items. I can explain further, if it is requested.
Also, for the record, I thought about putting Blight on here, but basekit Blight is actually just good.

Every killer that isnt blight/nurse is unbalanced.
Only 2/26 killers are viable in the current setup to play across a wide variety of maps when you consider the perks, items, map size and the fact that SWF exists.

I would say by FAR Legion but also other Killers like
Spirit - She feels very weak without perks and addons, especially after the nerf
Pyramid and Nemesis - They both are amazing in chases but do lack with map pressure and mobility so defending gens is a nightmare with them without perks
Twins - they are actually almost fine but switching from victor to charlotte, walking up to the slugged survivor and hooking is a huge time waste and therefore it feels like twins needs anti gen perks to compensate that massive time waste
Clown - he is also pretty good in chases themvelves but early dropping pallets does use up a lot of time for him so again it feels like anti gen is necessary for him to compensate that
Trapper - same reason as Clown

I'd say Nurse and Bubba, maybe Blight but honestly I don't have too much experience with him and don't really watch Blight content.

Perfectly balanced does not equal a perfect game.
A lot of the fun in games comes from the chaos the variety brings.
The most excitting things in this game is overcoming the odds. A perfectly balances game would be boring as heck for me

First off, just to start, a lot of these Killers are really good at tunneling. I'll try to mention it when I think it applies. Since there isn't any DS, BT or other anti-tunnel/time-wasting perks, tunneling is going to be uber strong.
Nurse just breaks base-game mechanics. I don't think anyone is gonna argue with that. Also, Dead Hard is really good against her. If she wants you dead, you're dead.
Spirit is still going to have a busted bonkers chase power. Again, no Dead Hard really hurts. No Iron Will also really hurts. Spirit would probably be one of the easiest Killers to tunnel with. Wait for the unhook, phase and down the injured guy since they are gonna be easy to track in phase since no IW.
Bubba is going to be a camping machine. With no perks like Kindred, BT or DS; he's going to be getting at least 2 Kills a game, if not more. Also, he eats pallets and even if you do rescue, no BT means you and the rescuer are both #########.
Pyramid Head is also going to be really hard to deal with. His power is still really good, he can hit multiple people whilst they are unhooking and no BT means at least one person is going down. His Cages are uber strong because you can guess where they are going, post up and make it move, which wastes more of the Survivors time. He's probably the one I am least worried about tho.
Twins are already very strong (and really unfun) because they are great at two things. Slugging and camping. No BT for camping, no Unbreakable for slugging means Twins will run absolutely wild.

Nothing would change. Survivors would just play super safe and focus gens even harder and killers would have nothing to delay them.

Blight and Nurse. Huntress feels like bullshit because of her hatchet hitbox/latency combination

At a certain skill level, Blight, Nurse and to a lesser extent Huntress would likely qualify as overpowered - but not as OP as people make them out to be..
- Nurse can be very streaky and some maps are annoying for her.
- Ditto Huntress.
- Blight is strong but depends a lot on addons.
Underpowered? I'd say Trapper, Wraith, Cenobite, Legion and Pig.
If you want to see a neat experiment, Otz's stream yesterday was him playing every killer without perks and giving survivors a 30 second head start.
What the results seem to indicate:
- The killer experience depends heavily on map and RNG as to where survivors spawn/how fast they get onto gens.
- At the MMR 'cap', matchmaking becomes silly.

Interesting. You base how strong the killers are on how good they could camp or tunnel when survivors don't have second chance perks.
When very little would change for survivors. Sure, some chases would take considerably less time without DH. But the core issues of gen speed and safe loops or holding w meta don't require perks. So little would change once people get used to it.

Nurse. No other killer is 'unbalanced' although some are 'unfun' to either play or play against for some people.
Nurse just ignores how the game works, though.

It's funny how people say Nurse is OP but can't prove it (do you have a recorded win streak of you playing her ?). So few killers play her, and among those of play her, fewer are good with her (even less without stretched res).

Slightly more balanced. People can still just sit on gens until you walk away then save. Bt allows for unhook bombing to somewhat prevent a camping killer. You're still a 110 killer that's punished heavily for missing a spear. You miss a spear they gain more distance while you sit in a nearly 3 second reload as they get to a safer tile.

According to the developers, Pig. Now whether or not I agree with that is a separate matter entirely. But they are the ones who make the decisions. And Pig will be nerfed again before long.

So I was going to look into this at some point, but conveniently enough he made a youtube video covering this experiment with 2 others that he did just to see how it all went on average, mainly to make a point that the game is mostly 'balanced' in a convoluted and twisted way.
This thread and Otz's video has given me a lot of clarity on how the game really is as a whole.
