At least six months but there are some outfits which take longer. (Still waiting for the latest Nea one from December 2020. I just bought the game, I wasn't ready for paying more.)
But yes, there's a possibility they come to the store later.

Bill’s will have to be free if it comes out. Whether that’s through shards or just free access we don’t know

Valve don’t want any paid content in dead by daylight associated with L4D. Bill’s cosmetic on the rift was free as well as his sweater, the character himself and all the survivor skins based on L4D.
I think it was to do with Xbox trying to sell free L4D dlc for money on Xbox which is why valve don’t work with consoles anymore and why bill was unavailable on them for so long

Same thing for Legion's outfit since it's a community item, it's going to probably be available only through shards

Free? No, i don't think so. They will go same way with community cosmetics. They will not sell with aurics but they will keep it behind shards.
