Why exposing cheaters is naming and shaming?

Hello.
As the report system is ineffective or they just don't give a f*ck (make a pick), i'm wondering why exposing cheaters is naming and shaming. We just want to get rid of them. You should just edit the post to remove the link, but take care of that immediately.

The shame is having people take time to go through the ######### ingame report system (uploading screens or videos, waiting there like idiots for 30mins or more depending on your internet, manually copying the url) and see a month later that the ######### are still playing the game.
They cheated, it's obvious, they don't care about being shamed... why would you try to protect these scumbags?

No wonder they are overconfident and laugh at us when we threat them with reports. :'(

    Because if you let that go, people will go apeshit with fake reports and such to try to "name and shame".
    Not to mention the fake montages and stuff. They also want to avoid witch hunting. Basically they don't want the players to rule the games.

    However it's pretty discutable about the threads with ACTUAL video links of cheating, I have to admit. Protecting these players is just pretty dumb.

    of course abusive reports without proof are not allowed (and should be punished because it's never good to be acused of cheating when you are not), but when you provide definitive proof...
    i provided the end of a game where you see a speedhacker (you can identify him because he is the last one to exit) then you see my steam overlay opening his profile, opening the steam browser to use steam io to match his vanity name with a steam id. That definitive proof.

    Same for another guy for wich i did not have video evidence (of the use of legacy) but only the link to his public profile with 90% of his achievements at the same second.

    That really makes me angry.

    That's why.

    It's not uncommon to just run to hackusation against someone that bested them or because of a lack of knowledge of the game.
    I've been hackused of wallhacking for finding a jake crouching in some grass and catching the meg that was running straight to save him, for using nurse calling or BBQ&Chill

    Imo if you are able to give undeniable proof of fool play it shouldn't be considered naming and shaming.
    But good luck for proving that someone is using a wallhack.
    But that just my opinion and since I'm neither a mod or a dev what I think should and shouldn't be taboo doesn't matter.

    Dude, i'm not talking about witch hunts...
    i'm talking about a speedhacker recorded ingame and a guy who has all achievements at the same time in 2018 while he was wearing a legacy skin...

    Please can a moderator or someone at bhvr explain why obvious cheaters (speedhackers and legacy dude with 2018 p1 achievement) are not banned when reported?

    please send me an mp and i'll send you the proofs as it seems it is not allowed here.
    i can't stand that they are going unpunished for that.
