I buy a perk and it doesn’t appear in my blood web
I buy claudette morel’s perk in the shrine of secrets and i was hoping to use it in my character (william overbeck) so i upgrade it to 50 and like 6 times more and i waste all my blood points and this perk doesn’t appear, idk if it’s a mistake or something but i already waste so much blood points on it

Unless you have every perk unlocked, and no other perks are showing up in your Web, this is entirely an RNG issue.

Buying a perk just means it can appear in the blood web like any other one.
It has the same chances as every other perk to appear so it's all down to rng.

Sadly not.
If you buy a perk or learn the teachable it is still rng based when you will get them in the bloodweb.
Can be incredibly annoying if you want a special perk and don´t get it.

As others have said, when the perk will show is rng. You can check though on Claudette, to make sure the teachable perk is unlocked on the character (by scrolling on the character herself, you don't have to put BP into her bloodweb or anything).

What's really annoying is when the tiers of perks are in each subsequent bloodweb. I've been trying to get bbq on other killers forever, and I keep getting Bloodhound 1, for example. Then bloodhound 2. Then bloodhound 3... :(
