Family Residence Hook shortage?

I have had two games on this map where survivors ran towards the corners either side of the main building. I was unable to hook them and needed to keep them slugged.
- Boil Over was not in use
- Basement was in the main building both times
- There was no breakable walls in my way
- No hook distance offerings were played
- The survivors were not right in the corners of the map they were downed at the edged of the jungle gyms (so they weren't aware of the hook shortage until they realised)
- No hooks were sabotaged and nobody had died on one
Odd that this happened on the last two occasions I played on this map. It might just be a coincidence. Has anyone encountered this?
