why some survivors have a lot of cosmetic sets, and some have very few. Feng Ming almost always gets sets of clothes, and my beloved Jane Romero very rarely. Will the developers be giving away cosmetic packs to everyone, not just a select few?

No they made cosmetics for the most popular characters because they sell well
