How to fix the entire game: looping is an exploit edition

Looping WAS an exploit.
As in, it was not an intended form of gameplay.
But that "was" was a very long time ago. Looping is now very much a part of the game and perks and killers are designed with looping in mind. So your looping exploit claim is woefully out of date.
