Does Behaviour really ban people over communication abuse?
I never seen someone get banned for it,even tho it says its punishable with a temporary ban.

Yes they do get banned for it.
And how would you see a temporary ban? It doesn't show on profiles etc.

I thought you can see it on steam on their ban record but good to hear toxicity is getting punished considering how rampant it is in this game.
If you report someone that's not on steam via ticket,do they still get banned even if you cant submit the offender id where it asks ID64 / Gamertag of the player you are reporting?

For chat offences, which is what this is referring to - an in-game report is sufficient. So it's pretty much only PC platforms that this applies to. {for clarity there, consoles have their own chat systems that's handled by their platform owner}

I see "Customer Support ticket OPTIONAL" for all of these. Are players being punished now without video/screenshot proof? I thought that was required for griefing, exploiting, and cheating?

I've seen many a comm ban go through on Xbox over the years. So absolutely Microsoft does indeed make it happen when appropriate, be it for a day or for much much longer.
I actually have never been comm banned myself. Guess I'm not toxic enough...

If you just report them in-game,most likely nothing will happen,I hope at least when you send a ticket,something will.

Not even on Xbox but in the in-game chat on PC, too, BHVR are usually pretty on that.

Idk about the in game chat but you definitely get comms banned on Xbox.

they don't even ban for cheating as long as you don't play killer. that includes joining a survivor lobby as a killer
