Why is Sadako's 'Ultra Rare' skin not a 'Very Rare'?

What's so special about it? There are several 'Very Rare' outfits on other killers that look just as detailed and gruesome. I legitimately don't understand.

As much as I hate this lazy community argument, it’s probably because of the money and BHVR and the license holder decided it because of that… and I don’t mean it in a way to blame them. IMO this is legitimate as it’s just an optional skin..

I understand the need for the higher price on those rarities. However, I remember Peanits I believe at one point had discussed the meaning of both Legendary and Ultra Rare cosmetics, I can't remember his exact words but from what I can remember here it is simplified:

Legendary cosmetics are a completely different model and character altogether, usually (always?) licensed.

Ultra Rare cosmetics are a completely different character, but not licensed, and usually originate from folklore. Like the Minotaur, Baba Yaga, and Krampus.

This Sadako skin doesn't fit either of those requirements, so I don't see an argument that makes sense aside from just wanting more money. It's just Sadako after they find her in the well. It's still her, just more gruesome.

I've always hated when BHVR doesn't stick to the criteria that they themselves have created. Like when they made Ghostface an actual chapter instead of a paragraph when in the past they had established that a paragraph was a singular character while a chapter contained two.

Perhaps the license holder requested this? But I wouldn't understand why, unless they just said "make this skin the highest price that you can".
