Why we still have cheater, support doesn't do his job

it's been a while since i do ticket and report in game, almost every time support never get back to me or ask my cloud id then nothing,
for exemple i recently report a guy who cheat live in twitch, it's been at least 2 weeks, the guy still live and cheat, i provide his steam ID, the vod where we see him cheating,
EAC doesn't do the job, support doesn't do the job, i mean that upset me so much
instead of doing useless fix start to improve anti cheat ? how they don't see the player base fall down like never before ?
