Repressed alliance makes no sense
A survivor calling on the entity? Weird but ok, that’s like Jerry calling Tom
but for real though, what is the other use besides locking it off so the killer can’t use POP? Because I wanna use it but I see no point

It can be helpful for denying Pop as you said, if the killer has Pain Res and you really want to keep progress on a gen you can also use it

Calling the Entity was supposed to show that Cheryl is not a normal human.
For uses? You can also troll the team with it besides protecting the gen from a Pop.

Pyramid Head straight up ignores the rules set by the entity and kills survivors. I don't think the Entity would oppose too much letting Cheryl use some of her power.

Calling the Entity is just a reference to Heather (Cheryl) being connected to the supernatural.
As for the uses it has, you can block a gen from regressing with Ruin and block a gen if it's almost completed and the killer comes around.

It was really more useful whenever PGTW was meta on killers but seeing how the meta has shifted I would say that perk needs to be reworked

Call of Brine, too

It's not as good as it used to be now that PR/DMS is part of the meta. Not as many killers are using ruin or pop.

Really the only other use besides preventing Pop is to stop regression from Ruin if you need to get off the gen.
Even when Pop was used more I found it to be mediocre, and nowadays its even more so. I really want to like it, its one of those perks that I will occasionally equip because I find the idea fun. Then I play five games in a row where its just a wasted perk slot and give up on trying to get value. Doesn't help that it can actually hinder your team more than it helps in some situations.

Ruin cant regress it.
Call of brine
Pain resonance
Dead mans switch
could also use it even against plague vomit.
I wish that they would remove the restriction from the perk that you cannot block a gen while someone else repairs it. Yes its against trolling but still it is dumb that you cannot utilize the perk in solo q really.
