I ran into the same killer (player) 3 times in a row,
The same tryharder, can't say the last 30 minutes of my life were awesome.
There should be a way of blocking people so that you don't encounter them again
(idk if the blocking option in-game does that)
There are more then 60k players on steam only, you can't tell me there is only one guy I have to play against......

Blocking in game does nothing except stop them from trying to friend you
It is some damn bad luck that you got the same exactly person three times in a row though

This is likely an MMR quirk (he's the only killer close to you) as well as possibly location (he's the only killer living on the same island as you).
Being able to block people in order not to play them...people would just block basically everyone that beat them, and suddenly anyone with a good amount of skill can't find a match.

I think I should be allowed to decide if I don't want to play against someone (again) if I think this person is going to ruin my enjoyement while playing the game

Your best bet - go and get a sandwich, enjoy a cup of coffee and try again.

would be okay if say under the hood the matchmaking gave you a less % chance to match up against someone you have been against recently.

This is the only reason I want a feature to avoid playing against someone, since SBMM started I end out facing same killers multiple matches in a row and it isn't fun at all. I wish there was something that you could opt into where you agree on longer matchmaking if it means you only face someone once every 6 hours or something.
