Rank mode will not help
Before this gets too far down the pipeline I feel this needs to be said.
Rank mode will do nothing.
I've seen it before and it will happen again. People will just play unranked and still run all the "unfun" perks and strategies. Ranked mode will not help balancing the game, for both sides, and fixing SBMM will.

1) We’re already in unranked mode, because we no longer have visible meaningful ranks anymore.
2) In many other games, unranked is based off of a hidden MMR, because it would be a mess if players from all skill levels were randomly matched together.
3) In many other games, unranked is still sweaty. It’s just where people go when they want to try new things, or to complete challenges, and don’t want to hurt their ranking. And there will always be people hanging out in unranked because they want to stomp on the “more casual” players.

The question should never be about a perfect solution. We wouldn't lock doors if we used this logic. Someone can just break the lock.
Would it move a decent portion of more competitive-minded players into a different queue? Probably. Would that be an improvement, even if it's imperfect? Probably.
It's honestly the only thing that could keep interested in the game at this point. There hasn't been this huge mythical difficulty spike since MMR released that I keep reading about. I'm playing against perks 90% of the time, and actual better players the other 10%.

This is very well said.
My biggest question on ranked and unranked would be how they will work the grade system around it. I get that grades mean little to the over all game but that 1mil points for get Iri 1 is something that helps build new characters. If ranked awards more points I can see many going there but if I just want to take it easy I would go to an unranked playing field for fun.

Hopefully ranked mode will have item/perk limitations for survivors if they decide to queue as a group.

I agree with OP, plenty of games I played with ranked and unranked both modes were plagued by sweatlords, trolls, unsufferable ragers and toxicity, there was barely any difference at all between them.
P.D. I think ranked and unranked are already decided, the survey is just to gauge how well the comunity will receive the change, not the first time they use a survey and ask stuff thats not in the game only to have it announced as a feature a few months later, which is a bit odd since its usually claimed they plan the contant many months in advance.
