A cool Victorian themed killer idea, The Puppeteer
The Puppeteer
A Puppet master obsessed with the Occult. Used his research to give his puppets life which they follow his every order.
The Puppet master will have several puppets roaming the map but only 3 will be able to inflict harm to survivors while the others will inflict status effects. The Puppeteer is able to re-choose certain puppets to cause pain to prevent survivors from always guessing which ones to avoid.
The Puppeteer has a 2nd ability which is similar to Pinheads chains. He is able to summon a puppet string that the survivor will have to try to cut the strings. The Strings will also cause the 2 nearest puppets to go near the master to aid him while the strings will slow the survivor.
Just a simple idea I thought off.

So nemifist but greater control over the AI and more around? The puppet idea is cool but unless there is away for me to deactivate them this would just be an annoying thing to deal with. If there was away to make it where you could cut the strings and the killer would have to actively walk over and reattach the strings and they will always have say 3 puppets active so not all puppets could be deactivated by survivors which would be a strat survivors would do. Only the abilities of active puppets can be switched so if survivors get all the ones that hurt them the ability can be transferred until reactivated. Cool idea for a killer and creepy.

Not a fan of puppets or Victorian stuff but I can see why people would like that character you've posted.

Yeah, it can be annoying but this was just a concept I thought of in 30min XD.
Prob have a cooldown for the selection of puppets. Also forgot to mention that only 3 puppets auras you can see, the other ones that only inflict status effects you can't see. Lastly the status puppets when they attack don't interrupt survivors unless maybe an addon.
The status puppets you can deactivate since they are quite harmless but the selected puppets you can't.

Only a few handful of people like the Victorian era and only killer we have thats close to it is Blight.....with a paid outfit.

Would be cool not gonna lie, insane map pressure while assuring chase won't be too long.
Correct, I just pick them for the image of the puppets since would look sorta like them in game. Old Fashioned yet demonic.

Drowsy] Survivors' vision warbles around the edges and they cannot see the Killer’s red stain. Skill checks have 10% smaller good skill check zones. Injured Survivors are less affected by the warbling vision, but can still have the status effect. Hooked Survivors cannot have this status effect.
Instead of your Puppet Master having actual puppets, perhaps he could make Survivors Drowsy, and then puppet a Survivor under the effect for a few seconds, stopping in place to pull strings? Either way, I REALLY love this character design, and the concept is fairly neat, it simply felt odd that you didn't use the Sleeping Potion thing.

Victorian Era killer would work easily but I really hope it's a dapper Gentleman. Blight needs a fellow Gentleman to share tea during break.
Well, maybe. I would like to see the Puppeteer use his creations. Also we have only 1 killer that uses AI and a Puppet master would be a great excuse to expand the usage of AI for killer.
I feel like that would be more with a hypnosis killer, sorta like that Hypno Creepypasta.

It's kind of like my idea for the Kandarian Demon from Ash vs Evil Dead. The Kandarian Demon is the Deadite version of Ash from Army of Darkness and he can dig up graves and bring skeleton AI's out of them. He can then change different orders, such as Attacking, Follow, Scout, etc.
