Should the bloodweb be decluttered to help with progression and bloodpoints management?

Same as it says above, things like reagents could possibly stand to be taken out of the game and reworked into something else.

Honestly most of the useless offerings need deleted from the blood web. So all the blueprint offerings, all of the reagent offerings, and all of the brown blood point offerings. Possibly the Broken Key too. And keys need to be either reworked or changed in rarity because they are pretty much useless now.

    Rework Bloodweb.

Remove perk tiers, make it able to get more perks per level even before level 50.

mostly agree, but im going to deffend the blueprints, they help when doing archives or to know where the hatch is going to spawn.

Not gonna happen. Removing hatch/basement offerings, mist offerings, hook distance offerings, map offerings, chest offerings etc would imply BHVR made a mistake adding any one of them, and BHVR never admits mistakes.

The only change I would make is to add a 'wishlist' function for perks that you REALLY want.

Make the Wishlist relatively cheap for perks you already have unlocked in the bloodweb, but make it super expensive for perks you don't have unlocked - like those that belong to a DLC you have yet to purchase.

Say you want Dead-Hard, but you don't know if you'll be able to get it on your new survivor with how many perks there are in the web.

Do you chew through 50+ webs in the blind hopes that you get DH out of the 100+ options?

Or, you can have a little 'side pot' for your wishlist. Whenever you complete a bloodweb, it puts the points equivalent to the web number towards your Wishlist perk.

Finish a level 50 web? 50 points out of 500 to get Dead-Hard.

You wand Decisive Strike, but don't want to pay for the DLC? That's 2000.

    Something like that.

Just some way to be able to select which perk you want to grind towards and reward you for completing webs on the characters you want to main.
