Sadly Oni needs those add-ons because without them your pretty much on a single course and can't turn allowing him to get caught on the small pixels that cat killers larger hit boxes.
I have to disagree with you on the risk vs reward on his power. Killer powers should be based on skill over risk vs reward, heck DH already can give a risk vs reward because of it's ability to eat powers and force a cool down.
