How do you counter breakout?
Just had a match as doctor(i barely have anything on him so I had really bad perks lol, was doing an old challenge) where I had this tapp and kate constantly follow me around the moment I picked up a survivor with breakout and would follow behind me to the point that I couldnt hook anyone. Eventually I was just getting frusterated that I couldnt hook anyone and the moment I'd hit either of them they ran to a nearby boon and were instantly healed.
I figured I might as well sweat some and ended up camping this poor dwight and mikeala the moment I finally got them on hooks because the kate and tapp were nearby ready with their breakout and would stay by the hooks the moment I hooked them(i know camping is bad blah blah) but I wasnt having fun with the fact that I couldnt do my challenge or anything. They ended up complaining and saying that camping isnt how you countered even though I ended up getting a 3k. My question is, if what I did was the wrong way then whats the proper way to counter breakout? I guess I could drop them but then I'm back where I started or just leave people slugged.

Generally, the way to deal with survivors clustering for save attempts is to mass slug them. Bait out the hook swarmers before the pickup (check around nearby structures, they'll be lurking close by), or if they only appear at the pickup, drop the slug and start beating on them. Much tougher to do this with CoH, as survivors always have the option of retreating and healing up, but that means you generally want to emphasize injuring the swarmers before you pick up the slug. What you shouldn't do is try to hit survivors running around you while you're carrying a survivor - it's way too easy to miss and you're just giving the carried guy time to wiggle off. Whack if they're blocking the hook and then step through them when they lose collision, otherwise ignore and focus on the hook.
That said, it's not the survivors' place to tell you the proper way to counter their strategy. If camping worked, camping worked. And if you got a 3k? I think camping worked. They don't really have the right to complain about how the other side plays when their own strategy is annoying to face, you know?

Three perks iron grasp, agitation, and mad grit. If that fails starstruck.

Just having Agitation on will normally be enough to beat them to a reasonably close hook even with breakout.

Generally if you are facing survivors who are trying to save each other from being hooked the best thing to do is to slug.
If you want perks to help, then anti body blocking perks can work well (Iron Grasp, Agitation, Mad Grit, Starstruck).
You can also drop the survivor you are carrying if you need to.
Camping is less a counter to breakout as more a counter to hook swarming. It is also useful if you have two survivors who need to be saved in close proximity to each other as now half the team is out of commission.
As for survivors in end chat, sometimes survivors get salty if you don't play the way they want you to. Which is to say you can ignore it. I got told to uninstall for mass slugging because there was a person trying to flashlight save and a person trying to sabo save.

If you see multiple toolboxes in your Lobby you should always expect a full sabo squad running Breakout + boil over + flip flop all the wiggle off perks.
I think just by having Agitation and Starstruck they won't be able to bodyblock or sabotage any hooks since you're too fast and they have to respect the exposed status effect.
Or you could also go with Mad Grit if you're expecting a full SWF that are coordinated and will take bodyblocks,mad grit is a rare perk so they won't be ready for it.

If survs do anything like crawl to corners, run flip flop, boil over etc, I just slug em.
If they dont wanna be hooked, so be it.

Don’t forget you can also intentionally drop a survivor and chase the person following you if they try hat and you don’t think you can reach a hook. Odds are pretty good you can get one of them down before the other person is revived if they keep hanging around and then you’ve got two dying survivors which is a great position to be in.

Agitation + Mad Grit is the way to go if you don't want to kill the action, if you do want to kill the action run Starstruck and enjoy your boring game

So for this case specifically, what I would have done is use Doctor's static blast to check to see if the breakout survivors were near me. If they were, then I would just slug and go for one of the breakout survivors.
Another thing to remember is that if a survivor is in madness tier 3, they can't heal themselves until they snap out of it. So if you have the survivors in tier 3, you know you have some delay before they can heal themselves instantly.
If this happens to you on any other killer, after the first time it happens, you know that the survivors most likely will be lingering around when you down someone again. Just search around nearby structures or pick up and immediately drop if you can't find them. All you can really do in that situation to counter breakout is slug everyone. It sucks but survivors should expect killers to counter and adapt.
I play both survivor and killer (started with survivor). Don't let salty survivors get to you because they probably have never played killer. Anyone who plays both sides knows that you pretty much have to do whatever to counter the other side. The survivors shouldn't just expect you to fall for their game. They probably would have trash talked if you didn't get a 3k, so take that as a win that you foiled their plans.

Perks like Iron Grasp, Agitation, Mad Grit would do great but if breakout is rare I would rather not have those killer perks on.
If I fail to get 2 hooks due to sabotage and breakout, before the 2nd guy get the wiggle timer up to 75%, I will drop that guy and tunnel whoever that is doing those since they want my attention so much. If I can't get them on the hook, I will just camp them and let them bleed out. If they are going out of the way to ruin me doing my objectives and at the same time not do objectives just to annoy me, then I shouldnt let them enjoy the game either. At that point of time I wouldnt get any kills either, so getting a kill and not being stressed about it (it would have been stressful if I play normally) feels like a win to me.
