what about the perks in shrine?

im wondering and can't seem to find info about this what happens if you buy perks you do not have unlocked from the shrine now? do they stay unlocked? do you get them at tier1, tier2 or tier 3 after the progression patch? Otherwise i keep my shards for bp so i can prestige the rest of my killers.
